The Higher Administrative Court issued a final ruling annulling a PhD failure decision made by a defense committee at Yarmouk University. The judgment, delivered by Judge Mohammad Al-Ghuraier and four panel judges, was attended by the student’s lawyer Adv. Rateb Al-Nawaiseh and the university’s representative.

The student, who held Bachelor’s and Master’s degrees in Educational Administration, had completed all PhD requirements at Yarmouk University with a Very Good grade and passed the comprehensive exam. After preparing her dissertation under supervision and presenting it to a five-member committee, she was unexpectedly declared failed without explanation.

Through her counsel Rateb Al-Nawaiseh, she appealed the decision before the Administrative Court, which found the committee’s ruling legally flawed and revoked it.

Adv. Rateb Al-Nawaiseh described the judgment as a landmark precedent guiding universities on the proper application of PhD regulations. He emphasized that the ruling confirms the Administrative Judiciary’s authority to review all academic procedures, ensuring fairness and legality.

Al-Nawaiseh further noted that the decision protects students’ rights, since a PhD failure can waste years of academic work, and reaffirmed that defense committees may only request reasonable thesis revisions—not impose arbitrary failure decisions.
